Historic Rock Island City Hall Remodel 

As Rock Island City Hall’s three departments continued to serve a growing community, their spaces were no longer keeping pace with how the city works today. City leaders approached Streamline to rethink three floors of their active municipal building, creating a more secure, efficient and welcoming City Hall for staff and residents alike.

Rock Island City Hall serves residents every day, and its spaces needed to work as hard as the people inside it. Streamline Architects led a space utilization evaluation and reconfiguration plan for three city departments across the first, second and third floors, bringing firsthand knowledge of the building’s existing conditions, systems and historic character to every phase of the work.

We began on site with hands-on field surveys, measuring and photographing each floor to establish a clear baseline of how the building’s space was being used and where it could work better. From there, our team met with city council members, the mayor, the city manager and staff in a series of design meetings to assess the function, flow and efficiency of each floor. That input shaped every recommendation, from a new secure, public-facing front desk on the first floor to updated ADA restrooms and a reimagined Council Chambers on the third floor. We translated those findings into conceptual floor plans, 3D models and photorealistic renderings, along with a formal scope of work and cost estimates to guide the city’s decisions.

During construction documentation, we turned the reconfiguration plan into action and coordinated mechanical, electrical, plumbing and security systems through a design-build approach, all while City Hall remained open and active.

The renovated Council Chambers marked a milestone for the project. Working alongside Valley Construction Co., we replaced the narrow wooden fold-down seats that had been in place since 1940 with comfortable seating and modern audiovisual equipment, so residents can now watch their city leaders do business in comfort.
